Bihar Assembly trust vote: CM Nitish Kumar wins floor test with 131 votes, no cross voting Patna: Newly sworn-in 6th time Chief Minister of Bihar Nitish Kumar won the trust vote on Friday in the Bihar Assembly. With 131 votes in their favour, the JD(U)-BJP alliance has proven its majority. 108 MLAs voted against the motion.

Former deputy chief minister Tejashwi Yadav claimed on Thursday that they had the numbers to form the government. He also reiterated father Lalu Prasad Yadav’s claim that Nitish had “wrongfully contained” several JD(U) MLAs.

After resigning as the chief minister of the Grand Alliance amid corruption allegations against the RJD leaders, Nitish accepted the NDA support to form a new government in Bihar. This prompted a series of allegations from the Opposition accusing Nitish of political opportunism since he had earlier criticised BJP and Narendra Modi during the 2015 Bihar Assembly elections.

1.55 pm: “I am happy that the CM did not give in and took a step”, Modi said while referring to the corruption charges.

1.50 pm: Taking a dig on Tejashwi, Modi said, “Today Tejashwi did not say a single word on corruption in the assembly. People of Bihar want to know how has he earned so much money at an age of 28 years?”

1.45 pm: Talking about Mahagathbandhan, he said, “If they had votes, they should have proven it in the assembly. It has been prove that the JD(U)-BJP alliance has full majority. Unnatural alliance died naturally. Within months, the alliance has split.”

1.40 pm: Addressing reporters after winning the trust vote, newly sworn-in Deputy CM of Bihar Sushil Kumar Modi expressed his happiness and said he and the CM will soon sit down to discuss about the Cabinet.

1.30 pm: The trust vote was taken through lobby division. The NDA had earlier submitted a list of 132 MLAs to the governor. These include 71 of JD(U), BJP 53, RLSP 2, LJP 2, HAM 1 and 3 Independents.

1.25 pm: Tejashwi said that he asked several questions in the Bihar assembly to which CM Nitish Kumar and BJP had no answers. “People of Bihar will teach them a lesson; when they couldn’t answer my questions in assembly, then how will they answer the people?”

1.20 pm: Tejashwi said that people of Bihar are feeling cheated and insulted by this development. “This was a drama to mould public perception. If you (Nitish) had to go with BJP, why did you make four governments in four years?,” he said.

1.15 pm: While addressing reporters outside the Assembly after the trust vote, RJD leader Tejashwi said, “The mandate in the 2015 election was for the Mahagathbandhan (Grand Alliance). Today, the BJP, CM Nitish Kumar and those who voted for them in the assembly have insulted that mandate.”

1.10 pm: On Thursday, the NDA alliance submitted a list of 132 MLAs to the Governor — JD(U)’s 71, BJP 53, RLSP 2, LJP 2, HAM 1 and Independents 3. With 131 votes in their kitty, they will now form the government with CM Nitish Kumar at the helm of affairs.

1 pm: Deputy CM Sushil Kumar Modi thanked Congress and RJD. “If Tejashwi had resigned I would not have been here,” he said in the assembly. “The mandate of the people was not to hoard ‘benami’ property. It was not to become the owner of 26 ‘benami’ properties in 26 years,”he added.

12.55 pm: Governor Keshari Nath Tripathi had asked the chief minister on Thursday to seek a confidence vote within two days of his swearing in. Live telecast of House proceedings is prohibited and reporters are not allowed to use their mobile phones inside.

12.50 pm: “Secularism should not be used to justify corruption. Won’t support people who make money through wrong ways,” says CM Nitish in the assembly.

12.45 pm: “Government will continue to serve the people of Bihar. We will not tolerate corruption and injustice,” CM Nitish Kumar says in the assembly.

12.40 pm: Floor test begins in the Bihar Assembly. CM Nitish Kumar addressed the assembly and said that power is meant for serving people, not for reaping profits.

12.35 pm: CM Nitish Kumar and Deputy CM Sushil Kumar Modi met earlier in the day, ahead of the trust vote in the Bihar assembly.

12.30 pm: The Patna High Court was adjourned till Monday, July 31, PTI reported. The hearing on two PILs challenging the formation of the new government is scheduled for Monday. The petitions sought the court’s order for issuance of a direction to invite the leader of the single largest party to form government in the state.

12.25 pm: JD(U) spokesperson Sanjay Singh told IANS earlier in the day that the trust vote would be smooth sailing for Nitish Kumar. “There is no if and but, we are sure and certain of it hundred per cent,” Singh said. According to officials at 1 Anne Marg, official residence of Bihar Chief Minister, Nitish Kumar was not at all “tense”, IANS reported.

12.20 pm: CM Nitish Kumar needs the support of 122 MLAs to win the trust vote. The Bihar Assembly has 243 seats.

12.15 pm: As per ANI reports, Tejashwi questioned CM Nitish, “Yogi Adityanath and some BJP leaders have serious cases registered against them, will you ask all of them to resign?”

12.10 pm: Tejashwi accuses CM Nitish Kumar of joining hands with the killers of Mahatma Gandhi. “Nitish ji never spoke to me about my resignation, I thought he does not want me to resign,” Tejashwi says.

12.05 pm: “28 saal ki umar mein mai kya nahi jhel raha hoon? Pehle BJP ne Bihar ki boli lagayi thi, iss baar CM ki boli lagayi hai (I have had to bear a lot at this age. First BJP tried to sell Bihar, now the CM has been sold),” says Tejashwi.

12 pm: Bihar CM Nitish Kumar moves confidence motion in Bihar assembly.

11.55 am: “Nitish ji aapko sharm nahi aayi Sushil Modi ji ke paas baithne mein? (Did you not feel ashamed while sitting next to Sushil Modi),” Tejashwi questions CM Nitish in the Bihar Assembly.

11.50 am: Shiv Sena mocked the BJP-JD(U) alliance in their editorial mouthpiece Saamna on Friday.  It said that while they they are “brimming with bonhomie presently, in the past two years left no stone unturned in bringing each other down.”

11.45 am: “We did not put any pressure on the Chief Minister ever,” says Tejashwi.

11.40 am: “Kaunsi vichaardhara, kaunsi naitikta…duniya janna chahti hai Nitish Kumar (People want to know what ideology or principles made Nitish Kumar do this),” says Tejashwi Yadav in the Bihar assembly.

11.35 am: “If the matter is about image, the whole nation is aware of Nitish’s base,” Tejashwi says. As per media reports, there is ruckus in the Bihar Assembly.

11.30 am: “We have 80 MLAs, Nitish ji knew he could not have removed me,” Tejashwi Yadav said in the assembly. He said he has been used as a pawn. “Nitish Kumar had planned to go with the BJP well in advance,” Tejashwi says.

11.25 am: “People of Bihar have suffered immensely”, says RJD leader Tejashwi Yadav in the assembly. Media reports say that both sides are shouting at each other in the house after Tejashwi told Sushil Modi to be “ashamed”of what he has done.

11.20 am: According to media reports, Tejashwi Yadav is currently addressing the Bihar Assembly. Earlier in the day, in-charge of Congress state unit CP Joshi had chaired a meeting of Congress MLAs in Patna.

11.15 am: Earlier in the day, Neeraj Kumar of JD(U) had expressed confidence that CM Nitish well get a full majority today. “Politics is about serving people, it’s not a medium to collect money or property,” he told ANI.

11.10 am: Patna High Court has said that a hearing on petition challenging formation of new government by Nitish Kumar’s JDU with BJP is not possible before July 31. Two petitions had been filed in the Patna HC, one by Jitender Kumar and the second by Rashtriya Janata Dal legislator Saroj Yadav and Chandan Kumar Verma.

11.05 am: RJD leader Bhola Singh informed reporters outside the Bihar assembly that there is no rift between the RJD and the Congresss. It is just just JD(U) who has brought a split in the Grand Alliance, he said.

11 am: RJD is expected to move a no-confidence vote in the Assembly. The trust vote is critical since former coalition partners Rashtriya Janata Dal and Congress have 80 and 27 MLAs respectively.

10.55 am:  Commenting on RJD’s claim that it has the numbers to form the government, JD(U) national spokesperson K C Tyagi said on Thursday, “They should stop making tall claims and if they really have the numbers, let them prove it in the floor test. We have our numbers and we will prove it.”

10.50 am: Former Deputy CM of Bihar Tejashwi Yadav has reached the Bihar Assembly. Tejashwi had questioned the “haste” with which Nitish Kumar was invited to form the next government. “I entered in govt with a clean slate with a keen desire of writing a positive story for people of Bihar, only to find an opportunist rival,” Tejashwi had tweeted on Thursday.

10.45 am: With the floor test about to begin, RJD MLAs are protesting outside Bihar assembly. On Thursday, members of RJD had boycotted the swearing-in ceremony, saying the Governor had not taken any note of their request of calling the single largest party to form the government.

10.40 am: Bihar Deputy Chief Minister Sushil Kumar Modi reaches Bihar assembly for the floor test. Modi took oath as the Deputy CM of the state on Thursday. He has previously served at the same post from 2005 to 2013.

10.35 am: BJP leader Mangal Pandey has expressed confidence that the NDA alliance will win the trust vote. “It is very clear that we will win trust vote as we have support of 132 MLAs,”he told ANI.

10.30 am: Bihar Chief Minister Nitish Kumar arrives at the Bihar Assembly for the floor test.

10.20 am: Security personnel have been stationed at the Bihar Assembly, ahead of the floor test.

10.15 am: Ajay Alok of the JD(U) said that there has been no statement from Sharad Yadav’s side. “No leader is unhappy. Ali Anwar issued a statement but he has also said that this is not a revolt and that he will speak in party forum,”Ajay Alok told ANI.

10.00 am:  There has been a rift in JD(U) caused by Nitish’s decision to return to NDA fold. JD(U) MP Ali Anwar said on Thursday his conscience does not approve of Nitish Kumar’s decision to form a government with NDA.

He said, “Though Nitish ji’s decision to form a government with BJP was his call of conscience, my conscience doesn’t allow me to support this move.”
